MANDATORY CONFINEMENT AS A RESPONSE TO COMMUNITY CONCERNS ABOUT DRUNK DRIVING

Public interest and community groups have highlighted the seriousness of the drunk driving problem. As a result, a number of legislative and criminal justice system actions have been directed at preventing and controlling this problem, including the use of mandatory confinement sanctions. This article discusses the findings of a National Institute of Justice study of mandatory confinement in four jurisdictions in terms of its impact on criminal justice operations and procedures, resources, and the level of agency coordination required. Special attention is given to the effects of mandatory confinement on the adjudication process and various means of dealing with some of the key issues in this area.
